I don't think it does. Let's say you drill for an 8mm plug and use a 6mm screw. The head of the screws is surely at least 10mm (or more). You don't need to tighten them for dear life. I guess you should be able to withstand a downward force.

I just checked, the head of 5x100 countersunk PZ2 screws is 10mm in diameter. Just need to find a longer drill bit that can make at least 100mm deep holes.
