Replace sill, garage with slab on ground

Hello I had to break open a part of the wall in the garage due to a mouse nest and then saw that the sill was nonexistent, more "soil" than wood. What is the best way to fix this? The wall is constructed with mexitegel, asphalt board, insulation, wind paper, wallboard. /Christian

You place it between the sill and the lecablocks.
