Repair plasterboard with wet room mat

I have a bathroom with single-layer gypsum and waterproof matting on the walls. The screw holes for the towel hangers have become too large after all the wet heavy bath towels, so something needs to be done. I would need to insert something into the wall that can then be drilled into and fit new screw plugs, but the problem is that anything inserted will likely just fall to the bottom of the wall. I was considering if it's possible to spray in foam sealant and then push in gypsum or something similar. Has anyone had similar problems?
Buy a stylish piece of wood, such as oak, and oil it. Then you can attach it to the wall with x number of plugs and screws. Then just attach the towel rack to it.
Fill the existing holes with wet room filler
Let it cure properly
Buy a piece of oak or another nice wood material and oil or paint it
Attach this with x number of proper screws and plugs to the wall, also recommend supplementing with setting glue or silicone for a proper hold
Install the towel rack.
I don't think any other solution will work unfortunately.
