I am working on fixing up some spaces in a basement.
I am considering which measures can be taken.

Background:
This basement room was against uninsulated, damp ground (exterior wall). Hence the damaged plaster and previous paint.
I have removed the worst flaking parts from the wall (loose mortar and flaking paint).
Today, there are storage spaces outside these walls (not always heated).
This room will be heated.

(I had not laid underfloor heating pipes in the second picture - but it is the same room as the first.)

The wall should preferably be diffusion-open (I would assume it was previously painted with plastic paint...).
About a week after the floor is cast, I will apply a dust binder.
I currently have no idea which one would suit best
- BetSil - Penetrates 15-20mm into the concrete, which requires only one treatment (easy to apply with a low-pressure spray).
- Hagmans - Has several products, one of which penetrates into the concrete (but I don't know how deep it penetrates).
- Biltema - Concrete Glaze / Jula - Primer/dust binder - have something similar - but little specification.
(It seems like it's almost the same product.)
The goal is a more easily cleaned floor (before the walls).

1.) How to make the wall durable? - When running a finger against the wall, small stones (plaster?) keep "crumbling."
2.) How to clean a similar wall? (remove any grease/soot or?)
3.) Can the wall be re-plastered? (what can be used, plaster/spackle or...)
4.) Should the old paint also be removed?
5.) In the middle of picture 2, there is a continuous zig-zag crack in the wall. Should something be done about it before further wall treatment?
