I'm going to repair a concrete staircase that has been patched many times. The idea is to coat the whole thing with something, perhaps Ardex, to hopefully avoid new cracks immediately.
The first challenge is that it has been painted. I guess cement products don't adhere to old paint and that it needs to be removed. 🤮
What's the best way to solve this?

If it's ardex A46, it will adhere to paint.
But upload some pictures, and you'll probably get better advice.
