I have an indoor concrete staircase that is covered with old tiles. All steps, along with the landing, need to be raised about four centimeters. Instead of self-leveling compound and tiles, which was my first thought, I am now considering simply laying reinforcement mesh and pouring a 4 cm layer of fine concrete that would then be sanded and surface-treated.

Do you think that could work?

The risk is that the topping will lift at the ends due to one-sided drying. I think a leveling compound might work better, but I'm not sure how nice it will look when sanded with it. You could nail in some expansion nails in the stairs before you cast with fine concrete to prevent this and bind the topping to the existing stairs. With expanding fine concrete, it's easier to avoid having too many air pores in the concrete.
