I'm going to insulate an outbuilding and have a question about whether to have plastic between the insulation and the chipboard. The structure is a wooden joist on pillars.

From underneath, it will be: Wooden subfloor, wind barrier, insulation, plastic(??), chipboard.

You have a vapor barrier on walls and ceilings between the insulation and the drywall.

First and foremost: Will you heat the outbuilding to over 18 degrees year-round? If so, plastic is recommended; otherwise, it is not.

If you plan to install any flooring over the chipboard, you can place the plastic film there; otherwise, you can follow your suggestion. The disadvantage of your proposal is that you cannot both attach the chipboard with screws and glue to the joists.
