Drive by the nearest hardware store/timber yard/small shop with 1-5 bags of rolls and it usually works out. Often, you can return these and get money back, but it might be worth a try. If you want new and fresh ones, you can search for "pallet center" or "packaging" in your area to get in touch with those who manufacture such things.

How many pallets do you need?
Every truck usually has maybe five pallets on the flatbed/in the cargo hold, which they received in exchange when they delivered pallet goods.
So there are probably cheap ones to buy (according to Fremax's suggestion above) almost anywhere where a truck is parked with the lift gate down.
