Hello.

I have removed all the insulation around the water pipes due to the renovation of the water pipes. A decontamination company removed all the insulation because of asbestos.
The new insulation is gray.
I want it in white.
Is it possible to just paint over the gray, what kind of paint should I use, or do you have any other suggestions?

Depends entirely on what kind of insulation it is. If it's a plastic sheet surface, it usually tends to be a bit gray. A picture of it would be good, so you might get a better answer.
 
could be PE foam, they are also gray
 
As far as I remember, there are white covers for pipe insulation?

They can be painted with regular wall paint, might get a bit pitted and bumpy, maybe apply 2 coats.
 
Okay. but the pipe insulation won't lose its function if you paint it, will it?

Absolutely not, the only thing you do is paint a shell on it, the inside is the same.

You can wrap white ropes tightly around - boathouse style type.
