Hello!
I have bought paint that allows moisture to pass through and I'm planning to apply it to my basement walls. The house was built in the '70s and there have been some wallpaper and various things down there. There seems to be old paint, yellow and green (where the wallpaper was), and also adhesive residues from behind the wood paneling.
Should one try to remove the old paint or can you paint over it?
It seems pointless to paint with special paint if there's old dense paint underneath. The old paint is probably from the '70s and it might allow the moisture through?
Grateful for advice if anyone knows anything about this subject.
