Outdoor staircase that is not sealed.

I don't know if this is the right forum section.
I have a staircase and walkway over the basement where water leaks into the rooms below and is breaking the plaster on the wall. The previous owner redid this 10 years ago on the house which was built in '65. I think it's too short a time and I'm considering another solution.
Is it possible to cover everything with sheet metal or paper/tar/rubber/plastic and put decking on it? The staircase is the biggest problem to fix...
Do you have any suggestions?
Today there's some kind of sealing membrane and a finish on top, and then stone slabs.

It is so crucial that the groundwork/membrane is done correctly, on correct conditions (slope..)

Does the distance at the front door allow for decking to be laid on top?

Have you considered baseboards?

I'm thinking of removing the fine surface and stone and laying cardboard, sheet metal, and decking. Today I have 2cm to the door leaf from the floor, so it should work.
The only thing is how I (the sheet metal worker) get everything tight against the house wall and how I deal with the cardboard and sheet metal on the stairs.
I'm thinking of a baseboard on the wall underneath, yes.

The rain that falls on the deck goes through to the sheet below and must go somewhere as well.
Getting it down into the wall (behind stylish base panels) is not good either.

Have you considered an extended roof above the entire solution?

I was thinking that the sheet metal could go past and out over the plinth board. It won't be easy to fit around the posts to the railing, and at the stairs, I'm not even sure if it's possible to fit a sheet...? Considered a roof over it, but we live on the west coast by the sea, so it would need a good long overhang on the roof to fully protect.

Yes, it's not an easy situation..

The sheet metal must probably be installed with some slight slope as well.

Have you talked to any roofing contractors who work with waterproofing solutions from Icopal, for example?

In order to do as much myself, I'm completely into papp - metal - studs - decking. Building for the existing stairs and making it level there with studs and raw board, as well as making new stairs forward in the picture.
The problem is that I only have 5-6cm in height for this.
Has anyone screwed and possibly glued decking from underneath? How low can you make a construction that holds up floating on the metal? Alternatively, glue the decking directly to the metal? Or screw the decking into a square metal tube? Does this sound like idiotic solutions?

It looks like the door is set a stone lower than the windows in the picture, is it too big of a project to remove a row, raise the door, and thereby gain a few cm to achieve a proper slope?
