Hello, I'm building a house on a truck and therefore want to build light. My question is if the “upper sill” no. 2 in the picture is necessary? Can't you just fasten it with brackets to the floor joists? Most of the studs match the floor joists and for those that don't, can you just notch out a bit?

It's easier to build with sill. It becomes more stable.
You can build the entire wall lying down and then raise it up.
