I have a cover panel made of white-painted MDF.
It will be under kitchen cabinets and have recessed spotlights and cables for them.
Is it a router that you use to cut grooves for the cables?
 
Yes. Either a plunge saw, you make 2 cuts and carve out the middle with a knife.
 
I used the plunge saw in my kitchen. Didn't need a particularly wide track, so I moved the guide rail a few times.

Thanks for the answers. I don't have a plunge saw, just a regular circular saw. However, I can borrow a hand router.
