I don't know what the rules are regarding kakelugnar but flammable material near stoves and such should generally be avoided.
I agree that it sounds like a bad solution, and I haven't seen the solution with wood so close to a tiled stove. Formally, the safety distances that were in place when the house was built (the stove installed) apply and should not be changed. Usually, wood was kept away from the chimney except for the end grain of the floor joists, and where walls met the chimney, tongues were built out. Additionally, it is sensible not to enclose the plastered surfaces of the chimney so that a reasonable fire inspection can be conducted and any potential leaks can be observed. Sometimes, panels and similar structures set up next to it get flagged. Wallpapering the chimney must have been okay at times because I often see it in old houses. Perhaps they thought a potential leak would still be visible?
