I have considered that as I now embark on a major renovation, I will lower the ceilings by about 10 cm to easily run new/more electrical wiring since I already have a ceiling height of 2.50 meters, and install spotlights.
My plan is to screw 45x70 in the ceiling along with the existing floor/ceiling joists for the upper floor and then screw 28 x 70 at CC30 into these and then drywall/ceiling panels into these. Is that how it should be done, or is there a better way perhaps?

The way you describe it should work, just make sure you have sufficiently long screws when you attach your 45*70 studs. Otherwise, there is a risk that the weight of the drywall ceiling might pull down the studs. A rule of thumb when it comes to screws is that the screw length should be 2 times the thickness of what you are attaching. For nails, the rule of thumb is usually 3 times the thickness.
