I am considering lowering the ceiling in the dining room and installing spotlights. I was thinking of attaching battens to the ceiling with nail plugs, then screwing the plasterboard into it. Is that sufficient to do so? Will they be able to support the plasterboards? Or do you have any other tips? I don't want to lower the ceiling more than about 3cm.

You probably need to mount the spotlights in special plastic boxes that are used for that purpose.
Plaster weighs about 10kg/sqm (13mm) which means your ceiling weighs 120kg.
Essve's smallest nail plug 5mm, driven 10mm into the concrete handles 0.2kN = 20kg.

This means that theoretically, 6 nail plugs are enough to support the entire ceiling.
Now, you need to put up at least 10 battens, as the boards should be screwed with cc=300mm.
I would place the nail plugs at intervals of approximately one meter in each batten, that should be enough. But if you have a porous ceiling, you might still encounter problems. The ceiling must be rock hard for the calculations to apply. Then you should probably buy Essve's nail plug. If you buy something else, you should check its data sheet.
