How is it determined if an interior door is left-handed or right-handed?
 
On the side where the hinges are located.
If the hinges are on the right side, it is right-handed just as it sounds "right-handed".

I may have misunderstood the question here. I would say you are standing outside the room you are going into. If I stand outside the house and want to go into the house and the hinges are on the right side, then it is right-handed. Someone correct me if I'm wrong 🙂

Yes, if the door is properly installed, i.e., opens outward. ;)
