In my basement, there used to be an outer door that has been removed and sealed with lecablocks. However, it hasn't been sealed completely between the first row of lecablocks and the foundation. On the outside, there is an "open" basement staircase made of wood with a concrete floor underneath. According to measurements, the floor on the inside, the floor under the basement staircase, and the foundation are at the same level. This summer, I'm planning to lower the floor under the stairs. But how should I deal with the leakage? Should I cast a ledge on the outside? Do I need to chip away some of the foundation on the outside to get a better casting? Has anyone done something similar? Grateful for input.

Now part of the floor under the basement stairs outside has been chipped away. It's the foundation that is visible next to the wall.
