I have removed old tiles from a concrete staircase and I would like to have a "clean" concrete surface on the staircase but now it is quite uneven and some pieces came off the front edge of a couple of steps...

I am considering if it is possible to even it out with, for example, Finja Laga Ute which can be applied in thicknesses of 2-50 mm.

I therefore need to apply a layer over the entire staircase...

You could try grouting and plastering with pure cement mortar (basically, it's concrete mixed with plaster sand instead of coarser aggregate). But I think it's tricky, it easily cracks somewhere, and then water gets in and frost breaks the plaster off.

In the past, fine concrete was used on stairs when they needed renovation.

The product you linked to could be cement mortar. But they state that it only works on vertical surfaces.

I will use Ardex A46 but then I will also paint the stairs with waterproofing and anti-slip paint from STO, which can be tinted in the color you want.

But I have more small damages and some stair noses that are broken.
