I would like to tear down the circled part on the wall. Do you think it is load-bearing? If it is not load-bearing, do you need a building permit then?

For major renovations in a Brf apartment, you should contact your board for approval.

No, it is probably not load-bearing. It is indicated on the plan that it is a partition wall, which I interpret as non-load-bearing. The dimensions also argue against it.

You need permission from the housing association to take down a wall; contact the board. They might also know more about the wall, if others have made the same changes.
