The quote describes the following foundation: leca blocks, joists 220*45 c-c 60, floor with chipboard with milled grooves for floor hose, the floor is self-leveled with 3 cm fiber-reinforced floor filler, tiles. Wall: studs 175*45, OSB board, cement board, and tiles. Exterior standing panel.

Is this a good construction?

Is this a good construction?
You cannot have OSB board where you describe. You can place noggings between the studs, but inside the studs, there must not be organic material. Whether you then use a cement board or an inorganic gypsum board like Humid Board is a matter of taste.
 
do you need chipboard in the floor? Why not cast a concrete slab on the ground with insulation underneath and embedded underfloor heating?
