I am in the process of planning an interior wall. Considering a steel stud construction with a layer of OSB or construction plywood and then a layer of drywall.

I want to be able to shoot the baseboards with a nail gun. Will that work well?

Does the nail hold well in OSB? Should I perhaps choose construction plywood?

If a nail hits the steel stud, will it bounce?

Of course, you can buy shorter nails so they only go into the building board.
 
It should work, depending of course on the size of the nail and how powerful the gun is. The nail will not bounce off the metal stud, but the stud may deform (bend).
 
I usually shoot with 50mm 18g brad nails into single gypsum on metal studs and it works well. The brad nails go through the track.
