Concerns a wrought iron railing on an L-support at a basement entrance.

How do I attach them without cracking the L-supports?

Anchor adhesive and threaded rod?
Expansion bolt?
Something else?

How close to the edge is safe? Where is the reinforcement located?

Metal railing mounted on a concrete L-shaped wall support near a gravel area, with visible rust marks on the baseplate at the attachment point.
 
Absolutely not expanders. I would use concrete screws or anchor mass.

I drilled with a good machine and a good drill, then it usually manages if you happen to hit reinforcement.
Then I inserted a plug and a larger screw, similar to a French screw.

I would avoid any types of fastenings that create expanding stresses on the concrete when drilling so close to a free concrete edge. Especially if you do not know how the reinforcement is placed inside the concrete. So anchors, screws, and plugs are not suitable. The best option here is anchor adhesive and threaded rod. If there is a C-shaped reinforcement stirrup at the end of the edge support and you place your drill holes inside the stirrup, anchors, screws, and plugs could also work. But edge supports can also be centrally reinforced, and in that case, anchor adhesive and threaded rod are the best solutions.

A U-shaped iron is a solution. Threaded holes for attaching the fence and a through bolt to secure the U-section.

For the other post shoes that are not near the end of the L-support - does a regular concrete screw work there? Or is there a risk of cracking there as well?
 
Concrete screws do not cause expansion in the concrete and can be installed close to the edge.

They are still close to the long side, so it is close to the edge there as well. I have no experience with concrete screws and whether they create tension during installation. I would have used anchoring adhesive and threaded rod there as well to be on the safe side.
