Hello!

I am going to install a horizontal window with the dimensions 15x4. The window doesn't have pre-drilled holes for the frame screws. Is one frame screw per side piece enough? How many are needed in the top and bottom pieces?

I don't know what 4x15 is as a measurement, but I usually use 2 frame screws on the sides for windows and 3 frame screws on the sides for door frames.
I never place screws on the top and bottom, only that I level a few pieces to set the door/window on before I wedge the frame into the correct position and drill.

It's module measurements. The height is only 40cm, so if you have two screws in the side panel, they will end up very close to the corners.

I went up and looked at my 60x60 windows.
Place your frame screws as close as you can to the corners while still being able to drill with a drill.
Or are you experiencing any issues that I don't see?

According to Swedish standard SS 81 81 43, the frame screw should be placed 19cm from the edge of the window, which places it in the middle of the side piece. It also states that if the window is wider than 1000mm, there should also be fastenings in the top and bottom pieces.

Your window is quite narrow.
Where are the hinges located?
If the hinges are on the long side, I think you should place them there; the frame screw should be placed on the hinge side.
I thought wrong when I mentioned the side pieces; of course, you place the frame screw on the long sides.
It's good that you're persistent so I have time to understand the question correctly :-)

Yes, but probably it's fine without them on the sides
put the frame screws in the long sides first and then see if they're needed on the sides
 
Our overhung openable horizontal 10×4 from Outline (Elitfönster) originally have two frame screws/frame sleeves on each side.

Open outward-tilting window with visible hinges and screws, surrounded by grass and fallen leaves outside.

Edit: switched width & height.

My window is a horizontal 15x4, yours is a vertical 4x10 :)

Ours is also horizontal, I accidentally swapped height & width when I wrote.
