is this something the municipality should keep track of or the previous owner?

the house has a basement made of concrete and covered with styrofoam and putty on the outside but that's all I know. Will I need to dig out to figure out what type of drainage and moisture protection is in place? :thinking:
 
I would say that the warm concrete and foam are the moisture protection. That should be sufficient as long as you don't have standing water up against the basement walls, or rainwater running along the wall. How does the basement environment feel? Any spots on the walls?

No spots on the walls but it's hard to see when everything looks freshly painted. The basement feels good but it was noted during inspection that the plaster has come loose here and there, and the ground slopes inward towards the house.

Is it just a matter of digging up, placing some sloping stone slabs under the ground, and then covering it again? :S
