You need to insert paper between the new sill and the foundation wall. And above all, make sure it does not get wet; does your step tilt inward or do you get moisture from the facade that runs and settles on the foundation? Check the flashing under the door, etc. Otherwise, you'll have to redo this again soon...

This is how it looks almost everywhere where concrete stairs have been cast against porches. The sill continuously draws moisture from the stairs. I would have cut away the old one and replaced it with a new pressure-treated one (now I suppose the whole forum will be against me) and made sure to have sill paper between the concrete and the new wood.
