I was thinking of putting up an interior wall in the garage and have thought of using lecablock closest to the floor to avoid moisture against the studs and drywall. An acquaintance once told me that it's definitely easiest to glue the blocks. It sounds simple, but does it work well and what should I glue with? PL400, it works on everything. Grateful for answers.

I can't see any reason to glue leca. The first layer is the foundation layer. You want it to be perfect. With glue, you can't adjust the position of the block in the same way you can with mortar.
 
I don't see much point in gluing either. Mixing mortar is cheap and is also the usual method to use.
 
Or you can cast a base instead, which you reinforce into the existing concrete floor. Don't forget the sill paper on top before you attach the stud/drywall, etc.
 
There, then maybe I should do as you suggest, can't swear that my acquaintance has a Nobel prize in carpentry.
