It will eventually be a garage, and the place that fits well is partly at the same height as the road, and partly about 1 meter lower, with a stone wall dividing it in the middle. How can one build then?

The idea is to pour a footing and then build up to the same level. Then you can probably fill in with stone before pouring the floor, but I'm thinking of trying to create some sort of storage under the garage, and that's what I'm wondering how to do. Would it hold with steel beams and boards with self-leveling compound? Maybe it would work with wooden joists as well? There will also be a retaining wall in the middle.

Has anyone done anything similar? How did you do it then?
