Regulation of inspection hatch in cold attic upper floor. How should I do it?
 
what type of sub-ceiling do you have in the ceiling?

Most often, you just use the same dimensions as the existing ceiling joists. Two noggins across between the ceiling joists in the bay you go up into, and two noggins between the first two.
Then you have a framed square that the hatch and possible ladder can be screwed into, if load-bearing is needed, and keeps the inner ceiling in place.
 
It was probably an attic space? I don't see any specific requirements there. Just cut a hatch, and make sure to cut between the rafters.

But basically the same principle, except it's fine with 45*70 timber straight off.
