I recently bought a one-story house with a finished basement from 1969. It turns out they have had problems with elevated moisture levels in the basement, but this has been addressed externally with a Platon mat, etc., by the previous owner.
However, nothing has been done internally. In the recreation room, there was wall-to-wall carpeting with masonite over asfaboard underneath. In addition, the entire floor is covered with cold asphalt or tar (I think

). My first thought was to tear everything out and lay Platon mat, chipboard, and click flooring, but after discovering the "mush" at the bottom, I'm hesitant. The "mush" is more or less impossible to remove. Is it really worth laying Platon mat if I can't remove the asphalt/tar? Then there will be no dehumidification of the foundation anyway.
I'm considering if I could lay foam plastic (for some warmer flooring), chipboard, and click flooring instead.
Am I completely off base? ???
