I am going to put up a flagpole in the garden and there is already a concrete block that I plan to set it in, but what screws should I use in the concrete? Will expansion bolts hold or do I need to cast the screws in place?

You need to cast it with proper M24 long bolts. Rent a Cobra and drill new 35mm holes about 30-40cm deep and then cast them with expansion concrete. There are good descriptions at, for example, Formenta.
