What can you fill wooden posts with that have cracks in them? It's an impregnated wooden post that will be painted.
 
Nothing at all, I would say. It is natural for posts to crack if they are sawn in a certain way. If you absolutely must have a smooth surface, then you should cover the posts with wood paneling. What kind of paint should you use?

There is chemical wood, a 2-component product that you mix and can fill/putty or outdoor paint sealant also works.

I'm going to paint over the whole thing so it can get really hard. Can you sand plastic padding? Can you sand 2-component epoxy?

Epoxy is a broad term, Plastic padding a brand. I would probably prime first, then use chemical wood (Plastic padding) then sand and prime again, then finish with two coats of paint. Alternatively, linseed oil putty and a few thin layers of linseed oil paint, but that takes a long calendar time.
