I was thinking of putting up an extra layer of drywall on a wall facing the neighbor. But first, I want to patch the gap between the floor and the drywall so that it's sealed there.

I thought of using plaster since it can be applied thickly and doesn't sink in.

But then I wondered if it's a bad idea to use plaster in case it can absorb moisture from the concrete slab, which could then be absorbed into the drywall.

Or what do you think?

Smear the latex there instead.

Exactly, Latex/acrylic sealant, I would have used. The plaster might crack over time. The sealant is elastic.
You can very well use a cheap variety from Byggmax, ÖoB Rusta etc.
 
Thanks for the tip. 7.50kr/tube at byggmax was really cheap :-)
 
Read in a forum that Byggmax latexfog can bleed through wallpaper :-/ Was thinking about using it in the corners too.

Yes, I hope not.
I myself have the byggmax-fogen a bit everywhere in this house.
