Call haulers or excavators in the area where you are building. You should 'normally' not pay for fill - except maybe if it's good topsoil. We got our fill by contacting a truck driver who then tipped off his colleagues about where there was a good place for a 'free dump'. It cost a crate of beer...
The thing is that we don't just need a bit of mass. Even if we start at 900 cubic, it still won't be enough. :-/

We got about 150 cubic meters for a case of beer - try with 10 cases of beer then! Maybe you'll get 1500 cubic meters of material then... ;-)
Where we're building, the municipality has sold off over a hundred plots (Tegelbruket). All these plots excavated at least 40 - 80 cubic meters of material. What I got hold of was just a fraction of the total. Where you live, there might already be - or is planned - a new residential area. Those who know about this are, for example, the Building Committee, local contractors, and if construction is already underway - all truck drivers. Sit down and start making calls...
