Drying building moisture with heat

Drying of construction moisture through heating is utilized during the cold season. Heating can be done with oil, gas, or electricity. For the moisture to be transported away, the building must be ventilated at the same time, which is done by slightly opening doors and windows. Insulation work must be completed.
The method involves the following:
- most effective in cold weather
- the permanent heating system can be used
- hot air units require the distribution of hot air with hoses to reach all spaces.
Considerations:
- openings in the attic ceiling, attic hatches, or electrical outlets must be sealed to avoid moisture damage in the attic
- risk of uneven drying due to heat not distributing evenly throughout the entire volume, especially vertically.
I interpret it as that sloped roofs/attic ceilings should be both insulated _and_ covered with plastic.
But what about walls? Should they be insulated but not covered with plastic?
What does it mean that insulation work must be completed, does it mean fully insulated everywhere and covered with plastic?
If it should be covered with plastic, how can you ventilate it (except what's in the slab, that is)...
