We had water damage in the kitchen last summer. The loss adjuster and construction company came and tore up a few square meters of the floor, determined that the damage was limited. They left the damp sawdust and installed a heater that ran for a couple of weeks. Then they shoveled out the sawdust, which filled a garbage bag.
If I had done the job, I would have used a wet vacuum to remove the sawdust first. Is that the wrong approach or?

I would probably make sure to remove the wet spån immediately. Whether to vacuum or shovel depends only on what is most convenient. But it doesn't dry quickly when the spån remains.
 
Now we have a continuation in the damage case. The floor was not good after the repair, a big "bump" in one spot that creates a level difference of over a centimeter. Not acceptable according to the claims adjuster or us. So, the construction company's manager comes by for a quick look, reluctantly. Then the man claims that it's frost heave and not construction error that caused the elevation. Very unlikely to occur in a kitchen above an old solid root cellar that never goes below freezing or suffers from moisture. His final words were: I'm not tearing up the floor then. Wait until spring? Has anyone heard anything like it? Sue the construction company?

So you have some sort of basement underneath? Well, it could be frost heave if there's a lot of water left in the floor, and it's cold in the basement so you get "frost" in the framework. Regardless, it's not acceptable.
 
Very doubtful that there is water left in the floor as the floor joists seem to be just above the stones in the cellar ceiling. This is a vaulted cellar from around the 1870-80s that is always moisture and frost-free. Residual water should not be present after drying for several weeks, and the stone vault is likely not waterproof against water coming from above. Does anyone know how a vaulted cellar is sealed above the stone?
