I will tackle refreshing my patio this spring and I'm thinking about how to do it. I would like to paint the beams and panels, but I have some concerns about their condition. Some are rotten and need to be replaced, but some beams and boards are very dry and cracked. See pictures below.

Some have cracked quite well as you can see in the picture, while others have a rather rough surface. Do these need to be replaced? I think that painting them in their current condition won't give a good "finish." Or is it possible to sand them down to get a somewhat good result when painting?

Grateful for advice here.
