I am going to put up a pegboard.

The wall is probably lightweight concrete, but it might be regular concrete. I will check more closely tomorrow.

What should I use to mount the board? There won't be anything particularly heavy hanging on it.

Expansion screws?

Plug + screw?

If I use plugs - what dimensions should the drill have compared to the plug and the screw?

On the plug packaging, it's specified which drill and screw dimensions are suitable. I personally use plugs from Byggmax.
 
There are plastic plugs that work well in concrete and lightweight concrete, etc.
Check with your nearest hardware or building store!
Expander is excessive in this case...
 
If it is light concrete, there are special plugs for it. You can try drilling with a smaller drill than stated if you try regular plugs.

I discovered that it actually says on the plug packaging which drill and screw to use. Convenient. I've never noticed it before, but then again, I've only used plugs 1-2 times myself :P

The wall was light concrete and the tool board is rock solid. Thanks for the answers :)
