I have plastered interior walls in my basement. They have now started to peel due to moisture. However, we have now drained, and it may be time to fix the walls.

But, does the plaster have any practical function other than being decorative? Does it matter that the plaster has come off and that you leave it as is? You can knock off all the loose plaster and have the walls a bit rough. :)
 
Plaster is just a surface layer so if you want to go "rough" you can do that.

Personally, I think it can look nice to knock off the plaster if you have an old brick wall behind it. However, if it's lightweight concrete blocks or similar, I think plaster looks better. But those are just my own opinions and have nothing to do with your question. :)
