Going to insulate a cold garage. Don't need to put things on the walls. Needs to be cheap. But still wondering if we lose insulating effect by not putting up OSB or does the insulation come 100% from the insulation?

All materials insulate, but at different levels. An OSB board doesn't matter in the grand scheme if you're insulating a stud wall.

Are you planning to have heat in the "cold garage"?

Well, if there's no heat, it won't get warmer just because it's insulated. In fact, it could get colder during certain times of the year and more humid if there's not good ventilation.

Can it become more humid and colder WITH OSB at certain times if we have heating? :) Didn't understand the last sentence.

No, if you have heating on, it doesn't matter if you have OSB or not.

Not 100% but maybe 99%
Wood/OSB has a much worse lambda than, say, glass wool. So 12mm of wood doesn't provide much insulating effect.
However, OSB stabilizes, and it's also good when you need to screw things onto the wall.
