Damp basement, you're thinking of drainage for goodness' sake.
But the moisture came in after a heavy rainstorm last summer that caused flooding and subsequent moisture and mold odor problems.

The house is a 70s split-level, with a vinyl floor and wood paneling on the walls. I don't know what's behind the wood paneling but it's likely blocks since the walls are thick.

Now the vinyl floor needs to be removed (and probably more than just the baseboards), but I have no idea what should be installed afterward.
The budget is limited, the area that actually needs redoing to look nice is 70 square meters.
Wall-to-wall carpet (balcony carpet?) might be preferable? Some form of vinyl flooring on underlay? Laminate on underlay? If underlay, what kind of underlay?

The only thing I know we won't use is tile, as it's already quite cold down there and there's not a straight line in the whole house, making tiling something impossible.

We laid the simplest wall-to-wall carpet in the basement, balcony carpet. It looked nice and a completely different environment than the tiles that were there before.

Thanks! Do you remember which carpet you bought? And did you plaster the walls yourselves, how much was that work effort?
 
We actually wanted a thick carpet, but the salesperson at the hardware store was adamant that we shouldn't lay one on an uneven basement floor. So this is the simplest type of balcony mat that they have at all hardware stores. This one was purchased at Hornbach.

We did the walls ourselves. Used mortar for basement walls. One type for thicker layers and another type where it would be less thick. There was a kind of rough surface, texture, on some of the walls, and I wanted to get rid of that, so that part was quite challenging. I sanded down some of it and then applied a broad coat of mortar. Essentially, the walls were done over a couple of weekends.

If it is the first half of the 70s, there is a very high probability that the vinyl flooring has a layer of asbestospaper on the underside, which is good to keep in mind during demolition.
