To make it more suitable as a permanent residence

It is possible, but it will probably be unreasonably expensive as you will need to move the existing building, excavate, drain, form or install edge elements, insulate, reinforce, cast, and then move the building back.

It is possible to do it yourself, by hand, but it requires time and persistence (my great-grandfather tried, he cast a slab, built the basement and rolled the old house into place)
