Convert cold garage to heated space

Old cold garage. I want to create frost-free storage and a place for the cats to be. Maybe throw in an exercise bike as well.

I intend to spend as little money as possible and do not plan to frame anything on the concrete floor, just let it be.

How should I think regarding a vapor barrier and insulation in the wooden wall above the masonry part?
