Cladding (tiles) of outdoor staircase in washed concrete

I have been considering doing this since the pebble stone staircase has several blemishes here and there.
I want to cover it with tiles meant for outdoor use but have received some raised eyebrows regarding this due to the high risk of the tiles or grout cracking during winter.
Multifix (for outdoor use) on the pebble stone and tiles on top should work, right??
Of course, it should be sealed properly.

I think it's fine, but use frost-resistant tiles with a rough surface. Outdoor tiles become SLIPPERY!
Some relatives have a tiled staircase, and it's dangerous.
