As the title suggests, re-insulating the basement with pordrän and foam plastic, on part of the floor there is an inspection hatch, need to make a 2cm ledge so that the "frame" (The brick) aligns with the drainage boards, so that the XPS is level.

What is suitable to cast/build up with? Leaning towards eps-cement but happy to receive tips.

Cellplast xps, then self-leveling compound, mostly to get level with the drainage board so that the xps doesn't crack or become slanted.
 
It may not be apparent from the picture I see now it concerns a piece of 50x10 cm that is not level with the drainage boards, needs to come up 2 cm to be level so that there won't be a "hole under the xps."
 
Jack out locally where you have the gap, if the cell plastic is not exactly level everywhere else, it is not critical if you are going to plaster.
 
How thick are you planning to apply the filler and will it be reinforced? If you're going to reinforce, there's no problem if the XPS is uneven. I don't think it's a problem even if you go without reinforcement. Just cut out as suggested earlier.
