Many times I have successfully vibrated concrete by putting a carriage bolt in a hammer drill. Press the head of the carriage bolt against the form while running the hammer drill and it vibrates well.

Of course, it doesn't work very far into the form, but it vibrates at least a few decimeters in.

Can't a multi-tool be used too?

I think it would work much worse. Less power and amplitude in the blows.
