I'm renovating the upstairs and have a tiny toilet that I'm going to move to a larger room. And then I will have a tiny room left over and thought it would be great to use it as a technical room to put the electrical cabinet there and also things for the network. We are also considering installing underfloor heating upstairs, and it would be perfect to have the connections and valves and what is needed there, as well as the water pipes from downstairs that will go to the new bathroom, I thought to run through this room. So my question is, is it suitable to do it this way?

There is no problem with doing as you planned, i.e., having both electricity and water in the same room.

There are no legal issues.
You might want to build so that the electrical cabinet isn't, for example, under water connections and such though :)

Normally, pipes shouldn't leak, but if you need to repair, it might drip or splash a bit when you open them, so from a practical standpoint, it might be good if you separate it a bit with a screen/partition or just have a good distance between them ?
