We are going to move the laundry room to a former bedroom. Are there standards for moisture barriers and the like? You don't splash water in the same way as in the bathroom. I've got drainage, plumbing, and ventilation covered.
 
As soon as there is a floor drain, it is considered a wet room with everything that entails.
 
The insurance companies probably want you to have a floor drain and waterproof flooring. See this thread.
 
When I spoke with my insurance company regarding the relaxation area construction, they required a wet room floor when there was a risk of water spillage on the floor, but as long as there was no moisture release in the air, they had no requirements for moisture-proof walls.
I don't know what building regulations say.
