I was thinking 45x95 studs and then use a board or scrap wood I happen to have as flooring. Am I on the right track or is there a better way? It feels impossible to understand whether it can bear the weight or not.

Planning to wallpaper, paint, and hang various things there and it's just not accessible. I checked out step ladders, but it feels a bit cumbersome to move around and they cost to rent too, I can reuse this wood for other projects later.

That's exactly what I did when it was time to wallpaper the staircase, I used an OSB board as the floor, worked great!

I didn't anchor it to the wall but had some diagonal braces on the legs and it was "custom-built" so it worked fine anyway.

This is how I did it.
Wooden staircase under construction with support beams and visible wiring in progress. Ladder and wooden board over stairwell during renovation project.

I had a board for the hole but then you couldn't go up the stairs.

A couple of joists in the middle to hold the frame together.

Braces or a cross on the sides that are against walls.

Guardrail is completely missing. Install one!

Board depends on what and/or how many.
