I am planning to build wine shelves with lightweight concrete blocks (Multiplattan interior) in a room in the basement. Today, there are large stone slabs on the floor, and my idea is to just lay a layer of mortar directly on the stone slabs and then continue building upwards. Is this a bad idea? Should one instead glue or apply a primer first? Other suggestions?

There shouldn't be any problems. As long as there's concrete (or equivalent) underneath, it should be fine; it stands still on its own and its own weight. I've helped build directly on both tiles and marble floors, and it has never been a question of removing anything underneath.

OK, thanks! I'm leaning towards just building directly on the klinkers, but maybe I'll use a heavy concrete screw through the first shelf and down into the klinkers and slab underneath.

Masonry of different types is generally quite heavy, so it should probably stay in place anyway. Possibly, you can drive in a dowel (like a piece of rebar) to anchor it to the floor, just to be on the safe side.
